For all of your payroll needs I suggest you use a payroll service. I would suggest waiting to contact them until you have achieved profitability. 

After I get all of the above I will also register you for State withholding, sales tax and unemployment numbers. 

You are automatically registered for Federal Unemployment when you received your EIN. 

Please be reminded even if you have no payroll for a reporting period that both the IRS and GA will expect you to file the payroll reports on a timely basis so be sure to file these showing no payroll, while being sure to keep a copy of the report for your files.
